Step 1: Download the Eternity's XV2 Mod Installer for the Skill Editor.
Step 2: Open up the Ultra Super Saiyan skill.
Step 3: Go through each tab and look for the list of races/genders it works with and check Huf/Syf. (The boxes will be unchecked by default)
Save the mod, reinstall it with the Installer, and it'll be usable for Saiyan Females. If you want custom hair to go with it(It will probably just change your hair color like the Vanilla game does) then you'll need to take a few extra steps.
Download a normal ssj mod of your choice--Lazybone's is probably a good bet. Go into the ssj transformation's X2M with WinRar and look for I think Costume_Attachments(It's similar to that, in any event). There'll be another X2M inside that with the mod's body data--the hair, bust, eyes, etc. Take that X2M out and put it in a different folder.
Now, go back to ussj in the Skill editor and go to the last tab--there's a bar for costumes there. Select it, and set the folder you pulled from the Transformation mod as the file destination--Embed it, don't Link it--and after that just follow the costume mod's instructions to set up your character. (For instance, if you use Lazybone's, just follow the ReadMe for that mod to edit the hair and eyes of ssj and it'll translate to the ussj skill as well.)
I've only just started trying to mod the game myself, and I'm not really that skilled with it, but everything I've been fiddling with so far is Transformation related--and I can say 100% certainly that the male only transformations will work for female if you follow these instructions. I know you were hoping someone would make it for you, but I'm not comfortable working on other people's mods and posting them, and judging from how many unanswered requests there are here, I wouldn't hold my breath for anyone else to come along. =/
This actually won't do what the OP is asking for. Using the BCS costume attachment from another SSJ mod will only change the hair and eyes, for instance, and won't work for ASSJ/USSJ which change the whole body shape. AFAIK, the only ASSJ/USSJ skills out there are embedded in characters and DO NOT work for CAC. Certainly, if someone knows how to mod a BCS file, they could probably do it, but I know that's way beyond me.
I got a version of this working somewhat. I was trying to tweak it a little bit to do sequential transformations, IE: SSJ, ASSJ, USSJ in order rather than just go to the highest and that's what broke it.
